Congress passed the Consolidated Omnibus Budget Reconciliation Act (COBRA) health benefit provisions in 1986. The law amends the Employee Retirement Income Security Act, the Internal Revenue Code and the Public Health Service Act to provide continuation of group health coverage that otherwise might be terminated due to change of employment status or family status. COBRA SUBSIDY
The American Recovery and Reinvestment Act (ARRA), signed February 17, 2009, provides a 65% subsidy for COBRA continuation premiums for up to nine months for employees who have been involuntarily terminated between September 1, 2008 and December 31, 2009, and their families.
