Tuition Remission Plan
Eligibility and Participation:
Full-time JHU faculty and staff, and their spouses, same-sex domestic partners and dependent children qualify for tuition remission after the employee completes 90 days of full-time employment at JHU. To qualify as a "dependent child", the child must: 1) be a U.S. citizen, resident alien or a resident of Canada or Mexico; 2) if married, not file a joint return unless the return is filed only to claim a refund of tax when neither spouse is required to file, and no tax liability would exist for either spouse if separate returns were filed; 3) be a blood descendent of the first degree, legally adopted or a stepchild; 4) have the same principal residence as the employee for more than half the year excluding temporary absences such as residing on campus (special rules may apply to children of divorced or separated parents); 5) be under 19 years old or if between the ages of 19 and 23, be a full-time student; and 6) not provide over one-half of his or her own support for the calendar year. Effectively immediately, participating dependent children must be claimed on employee's taxes.
Same-sex domestic partners and their dependent children may also participate in the Plan. However, any benefit provided for an employee's same-sex domestic partner or the dependent children of that partner will be taxed. The University will withhold these taxes from the employee's paychecks.
JHU retirees and their spouses, same-sex domestic partners are also eligible for tuition remission, but visiting faculty and staff, post-doctoral fellows, and students are not.
Payment Allowances:
Payment allowances are for part-time study. The plan covers both credit and non-credit courses. Courses must be offered through the continuing education unit of one of JHU's academic divisions. Courses offered by individual JHU departments are not covered. Outside courses, conferences and seminars may be covered for employees if they are required to maintain a professional certification or license for the job and the certification or license is regulated by the state licensing board. Note, if the course does not meet both requirements the department may pay and the department benefit is not taxable to the employee.
Non-Credit Courses:
There is no annual dollar limit on non-credit
professional development or personal enrichment courses.
JHU’s Academic Divisions’ Non-Credit Professional Development Courses:
Faculty and staff receive 100% remission if the department certifies that the course is valuable to the professional development of the individual and the department is willing to pay if the individual does not attend or cancel from the course with at least one week's notice. The one week's notice for cancellation is waived only for unexpected hospitalizations, automobile or personal injury accidents, or serious illness, or for a family member's death. Documentation is required. The non-credit professional development option is not available to spouses/same-sex domestic partners or dependent children.
For non-credit professional development courses only, forms will not be processed without an appropriate departmental budget number being provided. As a supervisor, you are certifying that the course is valuable to the professional development of the above named individual, and authorizing the University to charge the departmental (unrestricted) budget number that you have provided for the remission received if the individual does not attend or fails to cancel with one week's advance notice.
JHU’s Academic Divisions’ or CTY Non-Credit Personal Enrichment Courses:
Faculty and staff receive 80% remission for non-credit personal enrichment courses, with 20% payable at registration. Spouses/same-sex domestic partners are eligible for 50%. Dependent children are eligible for 50% remission at Peabody and CTY only. For private instruction at Peabody, faculty, staff, spouses/same-sex domestic partners and dependent children are all eligible for 25% remission.
Non-JHU Required Continuing Education Courses:
Faculty and staff receive 100% remission via a funding transfer to their departments for successfully completed approved outside courses, conferences and seminars. Facutly and staff must provide documentation proving that they successfully completed the course after which time a transfer of funds will be made to the department. The non-JHU Required Continuing Education Courses option is not available to spouses/same-sex domestic partners or dependent children.
Courses for Academic Credit:
The maximum tuition remission available to faculty, staff and retirees (including remission for spouses, same-sex domestic partners and dependent children) is the value of part-time study not to exceed $5250 in a calendar year. Faculty, staff and retirees must be responsible to track and limit their family spending to $5250 for the calendar year, and within that amount, limit their dependents' spending to $2625 for the calendar year.
Faculty, staff, and retirees are eligible for 100% remission for credit courses, and 25% remission for private credit instruction at Peabody. Spouses/same-sex domestic partners are eligible for 50% remission for credit courses, and 25% remission for private credit instruction at Peabody. Dependent children are eligible for $100 term / $50 quarter at all schools except Carey Business School, the School of Education, Peabody, Arts and Science (Graduate AAP) and Engineering (Graduate EPP) where they are eligible for 50% remission. For private instruction at Peabody, dependent children are eligible for 25% remission.
Each year the tuition remission limit begins with Intersession and Quarter 3 courses and ends with Fall and Quarter 2 courses. Faculty, staff, and retirees are responsible for spending which exceeds the limits, and for tuition costs for courses not completed (withdrawn from or dropped).

Disallowances:
Studies taken beyond the dollar limits noted above must be paid for by the faculty, staff member or retiree. The availability of the Tuition Remission Plan does not guarantee that an employee or family member will be accepted by any of JHU’s academic division. Employees should check with the Admissions Office of the academic division of their interest before applying for tuition remission. Employees are also responsible for the cost of courses, conferences, and seminar taken outside of JHU that are not required to maintain their professional certification or license for the job.
Tuition Remission Taxability:
For employees: Effective January 2002, the tuition remission used by employees on all undergraduate
and graduate courses is tax free.
For spouses and dependent children: The tuition remission used by employees' spouses and dependent children for undergraduate courses is tax free. The tuition remission used by employees' spouses and dependent children for graduate courses is taxable income for the employee. The University will withhold these taxes from the employee's paychecks.
For same-sex domestic partners and their dependent children: Any benefit provided for an employee's same-sex domestic partner or the dependent children of that same-sex domestic partner will be taxed. The University will withhold these taxes from the employee's paychecks. Tax questions should be directed to the Tax Office at 443.997.8688.
About Supervisory Approval:
Supervisory approval is used to verify that the person is a full-time employee who has been in a full-time position for 90 days or is a full-time employee for whom the supervisor wishes to waive the 90 day full-time employment requirement. The 90 day requirement is automatically waived for professional development computer training courses.
Supervisors may not withhold their approval for any reason other than to not allow people to be away during the regular workday. Like healthcare, tuition remission is a benefit for which individuals are eligible, and unless it will negatively affect the work unit for the employee to be away during the work day, supervisors should encourage and support the professional and educational development of those who report to them. Supervisors must sign if an employee is full-time, meets the 90 day full-time requirement and work release is not a factor.
Supervisors do not have the authority to waive eligibility requirements. If a supervisor approves an employee to attend a course, and it is later discovered that this employee was not eligible for this benefit, (for example, if the person is a student, postdoctoral fellow or hospital employee) then the department may be charged for the cost of the benefit which has been received in error.
By signing the Tuition Remission form, supervisors are confirming that the employee named is eligible to receive the Tuition Remission benefit and, has their permission to be released from work.
Employees should be aware that the Supervisor is not responsible for academic advising or the approval of course selection for credit courses in degree programs. In signing the form, the supervisor acknowledges that the drop down boxes have been selected, but does not endorse courses as the appropriate selection for the employee. Employees who are participating in degree programs should always verify with their academic advisor that the course they have selected is the correct one to ensure progress in their program of study.
Employees Will be Responsible for Certifying the Status of Their Family Members
By signing the Tuition Remission form, employees are approving the use of Tuition Remission for their spouses, dependent children, or same-sex domestic partners (an their dependent children), and agree to pay the value of studies taken beyond the dollar limits provided by this benefit. By signing, employees are agreeing to track and limit their family's total spending to $5250 for credit courses in the calendar year, and within that amount, limit dependent's spending to a maximum of $2625. The specific amount available to dependents on a per course/term/quarter basis varies by school, but in general ranges from $50 to 50%, and up to $2625 per calendar year. Employees must be responsible to repay the cost of any tuition remission received in error if family members prove to be ineligible to receive this benefit.
HR Will Be Responsible for Certifying the Status for Retirees
If this application is for a retiree, his/her spouse, dependent child, or same-sex domestic partner (or their dependent children), the application must be approved with a signature from the divisional Human Resources Office or the Benefits Service Center confirming the employee's retirement status before the retire (or family member) can participate in the program.

The applicant is responsible to read the description of the Tuition Remission Plan which is offered here, and to provide accurate information. Click on the links below to select the form, which matches your current status. The Course Information section must be completed/selected online. All other fields can be completed online or by hand. One form is required for each course. After the form is completed and approved, you may proceed directly to the registration process. Follow registration procedures as indicated on the Division's Registration form. You must present a signed and completed Tuition Remission Benefit Form at the time of registration. Be aware that data is not automatically transmitted to the Registrar's Office when you complete the form online.
